Current Project Activity

CCBHC continues to be on the cutting edge of innovative projects that encompass a variety of affordable housing and economic development issues, which serve the needs of our low-income population. We are now actively engaged in such projects are:

1. The Bungalows at Richmond: The Bungalows at Richmond Project is a singly-family, for-sale project that will offer lower-income buyers eight newly-constructed townhouse-style homes. As the Developer, CCBHC has been working with the City of Fullerton to create this unique project for which the city is providing 100% of the acquisition and construction financing, using a combination of Redevelopment Tax Increment and HOME funds. In addition, the city has allocated funds for a substantial subsidy in the permanent financing arrangement. CCBHC will own the underlying land in perpetuity, and individual buyers will purchase the actual units (the "improvements"). Each new homeowver will be assisted by our Homeownership Center to obtain mortgage financing through a traditional lending institution, with down payment assistance available through CCBHC's IDA Program..

2. The Orange County Homebuyer's Center: Given the current housing crisis in Orange county, one of CCBHC's top priorities is to offer home ownership opportunities through our Homebuyer's Center. The Homebuyer's Center offers:

  • bilingual homebuyer education and financial literacy classes
  • one-on-one sessions
  • credit counseling
  • lender pre-qualification & referral
  • loan packaging
  • access to down payment resources like the IDA Program and other through local city housing agencies
  • housing product available to participants through CCBHC's Coastal Condo Resale Program
  • health and consumer referrals
  • budget planning and credit counseling
  • post-purchase counseling / follow-up for one year
  • early delinquency intervention counseling and assistance

3. City of Santa Ana Empowerment Zone/ In-home Day Care Project: CCBHC submitted an application and was selected by the City of Santa Ana's Empowerment Zone Corporation, for an Empowerment Zone Grant in the amount of $90,000 for early childhood development. The project calls for the development of two new single-family, low-income rental homes on a large lot, which will be designed to include mutually common areas for childcare. The participating tenants will receive early childhood training benefits that will result in Certification in Early Childhood Care-giving, from Santa Ana College. This certification will afford the participants an opportunity to earn income from their homes, in the form of in-home day care for up to 16 children. CCBHC has purchased the site with financing provided by Century Housing Corporation and is within the process of obtaining architectural and engineering plans and studies, and are working with the City of Santa Ana Building and Planning Department.

4. The Raitt Street Project: Representing a site located in an older, residential neighborhood of Santa Ana, the project concept calls for of the complete rehabilitation of 2 existing units and construction of an additional 6, units. Unit mix will consist of all three-bedroom units. The City of Santa Ana provided acquisition financing, and CCBHC and the city are now in the due diligence and planning phase of the project. In addition to city project subsidy funds, permanent project financing will include private institutional lender, as well as additional private grant sources. 

5. The James Street Project: The City of Costa Mesa selected CCBHC in the city's RFP process to develop an affordable housing project in the Shalimar area of the city. CCBHC has nearly completed the complete rehabilitation of both four-plexes, which will provide one and two bedroom units affordable to those at 60% or less of area median income. The project has been financed by a combination of private mortgage funds, through Low Income Investment Fund, and city funds including: HOME, CDBG, and increment funds. Social service amenities include the "THINK" program which provides an after school tutorial and mentoring program to resident and area youth, as well as a family counseling and referral programs, which encompass such things as an active tenant association, employment, health network access, and a Homebuyer Club.
